The release of the UPCAT results for 2018 has been quite a hot topic for the past few days.

In a Facebook post by UP Regent Atty. Spocky Farolan, Announced that the results will be released on April 30, 2018. He also addressed some of the concerns of netizens about the release of the UPCAT 2018 results.

However,  a heated and interesting discussion ensued in the comments section. Atty Farolan also received private messages and exchanges of strong words happened. This prompted the UP regent to send a letter to the UP Office of Admissions to clarify things.

Here's the transcript of his letter:

Office of
REGENT SPOCKY FAROLAN

Quezon Hall, U.P. Campus, Diliman, Quezon City, Philippines

11 April 2018

PROF. AURORA ODETTE C. MENDOZA
Director
Office of Admissions
University of the Philippines
Diliman, Quezon City

Dear Prof. Mendoza:

Warm greetings!

I have recently been in contact with a number of parents, guardians and applicants who took the UPCAT for academic year 2018-2019. They raised several issues, concerns and queries which, in my assessment, would indeed require our immediate attention, response and clarification.

In line with these, may I respectfully request the official response and policies of the U.P. Office of Admissions relevant to the following queries and concerns:

  1. How many incoming first year students would the University of the Philippines accept this coming AY2018-2019? How does the number compare with admissions in 2015 and 2014?
  1. There are some universities which require incoming freshmen students to enroll on dates prior to the expected release of the UPCAT results. Can a student who enrolls in a different university prior to the release of the UPCAT results still be accepted as a student of U.P. if said student passes the UPCAT and withdraws his enrollment from the other university? Would the student be not disqualified?
  1. In relation to question no. 2, what are the required documents, original or certified true copies, which a student qualified to enroll in U.P. must submit? What are the deadline for its submission? Does current policies allow an extension for the submission of said documents in case the qualified student previously enrolled in a different university and would require time to retrieve the said documents?
  1. Is U.P. covered by R.A. 10648, otherwise known as the Iskolar ng Bayan Act of 2014, which grants the top 10 graduates of public schools automatic admission to state universities? If covered by said law, what are the guidelines of U.P. in implementing this law? When can qualified students start to apply in U.P. under this program?
  1. In relation to question no. 4, would a student who graduated among the top 10 of his school during Junior High School but failed to make the top 10 in Senior High School still be qualified to receive the benefits provided under the Iskolar ng Bayan Act?
  1. Where, when and how can an UPCAT non-passer get his or her UPCAT grade?
  1. As of receipt of this letter, how many UPCAT examination papers and grades have been computed?
  1. Do we foresee any challenges that could force U.P. to miss the target of releasing the results on or before 30 April 2018?

It would be greatly appreciated if the response to my queries are made within two (2) days from receipt of this letter. You may course it through the Office of the University Secretary.

Also, these are just some of the concerns raised which I think need to be immediately responded to and clarified. A number of concerned parents, guardians and examinees have also provided suggestions and other concerns which we can discuss at a later time.

Finally, you may have heard about issues regarding my social media outbursts in response to some unsavory remarks made about the UPCAT results and U.P., especially the people toiling to check and have the results released. I apologize for my temper and allowing my raw emotion to publicly come out unfiltered. Please do not let this distract you in the service you have been painstakingly doing for U.P. and the thousands of UPCAT applicants and their families. Rest assured that, though things may not always be ideal, you and your office will always have my support in this continuing process of improving our services.

Thank you.

Very truly yours,

ATTY. FREDERIC MIKHAIL "SPOCKY" I. FAROLAN

Member, U.P Board of Regents

In response to Atty. Farolan's queries, the UP Office of Admissions sent a letter explaining point by point the issues he raised.

Here's the transcript of the letter:

OFFICE OF ADMISSIONS

12 April 2018

ATTY. FREDERICK MIKHAIL "SPOCKY" l. FAROLAN
Member. Board of Regents
University of the Philippines
Diliman. Quezon City

Dear Hon. Regent Farolan,

In relation to the queries and concerns presented in your letter dated 11 April 2018, I am providing the following responses:

1. Number of Freshman admissions: (the data are for the entire up System and are based on the degree program quotas submitted by the different CUs which were used to process the selection of qualifies)

UPCAT years – System Qualifiers
2014 – 13,028
2015 – 14,988
2016* – 1,558
2017* –  1,591
2018 – 14,354

*Transition years for K+12 program in which Grade 10 HS students were required to take Grade (in AY2016-2017) and Grade 12 (in AY2017-2018); UPCAT2016 and UPCAT2017 applicants were limited to students coming from HS that had DepEd-approved transition programs.

4. Is UP covered by R.A. 10648, otherwise known as the Iskolar ng Bayan Act of 2014 (INB ACT), which grants the top 10 graduates of public high schools automatic admission to state universities?

Yes, UP is covered by R.A. 10648.

However, the provision for automatic admission under this Act has a limited period as stated by the following condition, under Sec.4.:

Provided: That for the next six years in the implementation of this Act beginning SV2015-2016, admission their SVCs of choice within their region shall be automatic for the top ten (10) graduating students of public high schools.

5. In relation to no. 4, would a student who graduated among the top 10 of his school during Junior High School but failed to make the top 10 in Senior High School still be qualified to receive the benefits provided under the INB ACT?

No, because a HS graduate must have completed Grade 12 along with other eligibility requirements.

TO be eligible, the applicant to the Iskolar ng Bayan Program must comply with the following requirements:

1) must be a Filipino citizen;
2) must be enrolling for the first time in college and has no credited previous college work;
3) has completed Grade 12 and graduated from any public high school in the country within two years prior to 2018-2019;
4) must provide a certification from his/her public high school, duly signed by the school principal, that he/she belongs to the Top 10 of the graduating class; and
5) the applicant must choose the UP CU located in the region where s/he resides or where his/her high school is located (for more info please go to upcat.up.edu.ph.)

6. Where, when and how can an UPCAT non-passer get his/her UPCAT grade?

For UPCAT Non-Qualifiers, the notices are sent to their high schools which they can get even though they have already graduated. For those who wish to also get a second copy from the System Office of Admissions located in UP Diliman (there is a Php50.OO fee for the second copy).

7. As of receipt of this letter, how many UPCAT examinations papers and grades have been computed?

All the exam papers (n = 78,974) have been checked, validated and have undergone item analysis. I cannot give a number to say how many grades have been computed. The HS final grades are being processed using 3 stages of operations to ensure integrity & validity before merging with the exam scores to compute the UPG.

8. Do we foresee any challenges that could force UP miss the target of releasing results on or before 30 April?

No major challenges, except the sheer volume of data and the recent brownout last Tuesday from around 4pm-8pm (our generator is out of order but we already started the procurement process).

Please see attached for answers provided by the UP Diliman OUR to Question numbers 2 and 3.
(The Office of Admissions does not deal with enrollment other than providing each CU its list of

Qualifiers and admission notices.)

Thank you.

Respectfully,

Aurora Odette C. Mendoza, Ph.D.
Director

Final Words

The UPCAT is scheduled on September 18, 2016.

The UPCAT is for students who are graduates of secondary school OR senior high school students expecting to graduate in 2017. Grade 10 students are not allowed to take the UPCAT yet since UP does not accept senior high school applications.

Online applications for UPCAT 2016 will start in July 18, 2016

Online UPCAT Review

Aside from the online application, UP is also offering a free online UPCAT review, a service for students who applied to take the test. They started the service last year to help applicants prepare for their test (Review Masters has a free online review since 2009 which you can access here).

UPCAT Coverage

The UPCAT has 4 subtests: Language Proficiency (English and Filipino), Reading Comprehension (English and Filipino), Science and Mathematics. In the previous exams, the Filipino part of the two subtests were not formally announced by UP. This year however, they made a very clear pronouncement about the exam’s coverage.

The University of the Philippines has released the application guidelines for the UPCAT. Here are the highlights:

Ways to Get into UP

Did you know that there are several ways of getting into UP aside from the UPCAT?

Through the UPCAT

This is the most popular way of getting into UP. Students who aspire to enter the University of the Philippines have to take the UPCAT. For incoming freshmen of SY 2016-2017, the UPCAT will be administered nationwide on August 30, 2015.

Through International Qualification

Filipino and Foreign graduates of high schools abroad may qualify for freshman admission without having to take the UPCAT, provided they meet other requirements. Details on the specific requirements may be obtained from the Office of the University Registrar of the respective UP campuses.

Through the “Iskolar ng Bayan” Program

If you are one of the graduates from the Top Ten of the graduating classes of public high schools, you may apply for freshman admission for SY 2016-2017 without having to take the UPCAT. This is provided by a transitory provision of RA 10648, the Iskolar ng Bayan Law.

If you qualify for admission in UP under the Iskolar ng Bayan program, you are entitled to free tuition and other school fees for the first year of college.

Who may take the UPCAT?

We have always been asked this question by many parents and students. More so, there has been a lot of confusion because of the transition to the K-12 curriculum.

UP has finally spoken. Here are the specific conditions for eligibility based on the guidelines released by UP.

You must be a Senior student expecting to graduate at the end of the school year from a DepEd-accredited high school or a secondary school abroad; OR

Note: Graduation means that the student can go to college already. Moving from Grade 10 to Senior High (Grade 11) is not considered graduation.

Aside from these, you must also:

  • Have Final grades for three (3) high school years preceding the year of graduation in a high school with DepEd recognition/permit to operate the curriculum during the transition period from the old Basic Education Curriculum to the new Enhanced Basic Education (K-12) Curriculum; AND
  • Have not taken any college subject/s prior to the semester/academic year for which the UPCAT is to be taken.
IMPORTANT REMINDERS:
  • There is no minimum high school average grade requirement for taking the UPCAT.
  • The UPCAT can be taken only once.
  • Your school cannot deny you to take the UPCAT if you are eligible. IT IS YOUR RIGHT AS A FILIPINO CITIZEN.

Deadline of Filing of Application

  • 24 July 2015 – Metro Manila PRIVATE schools
  • 27 July 2015 – Metro Manila PUBLIC schools
  • 29 July 2015 – Non-Metro Manila schools

Applications filed after the deadlines may be subject to late fees.

Online UPCAT Application

UP has rolled out an online application process, aside from the manual application that is currently being used. However, as of current writing, it is still not accessible.

UPDATE: The UPCAT Online Application is already available.

Online UPCAT Review

Aside from the online UPCAT application, UP is including an online UPCAT review. Watch out for that.

In the meantime, you may want to check out the Review Masters Online UPCAT Review. Review Masters has been giving a free online UPCAT review for several years already and we have helped thousands of students through the online review. Here’s the link: Review Masters Online Review Portal

We will be updating this page from time to time so make sure that you bookmark this page for future reference.

The entrance test is scheduled on August 30, 2015, according to the UPCAT General Information bulletin of the UPCAT official website. The scheduled entrance exam is for the Academic Year 2016-2017.
The UPCAT is scheduled on August 30, 2015.

According to the website, applications for UPCAT 2015 will start in July. In the previous years, applications were only done through physical and courier/mail submissions. Now, applications can be accomplished online which will enable students faster application processing.

Aside from the online application, UP mentioned that they will include a link to the free Online UPCAT Reviewer, a service for students which they announced early this year (Review Masters has a free online review since 2009 which you can access here).

UP also released the coverage of the UPCAT. The test will consist of 4 subtests: Language Proficiency (English and Filipino), Science, Math and Reading Comprehension (English and Filipino). In the previous exams, the Filipino part of the two subtests were not formally announced by UP. This year however, they made a very clear pronouncement about the exam’s coverage.

The UPCAT general information, however, did not include a provision of who can take the test. We all know that this year is the transition period for the implementation of the K to 12 curriculum and students are still wondering if Grade 10 students can take the test. As of this moment, we are yet to hear the official announcement of UP about this matter.

UPDATE (June 8, 2015): UP has released the schedule of the UPCAT

It’s now official. There will be an UPCAT this year 2015 (READ: Is there an UPCAT this year? A Free Report).

The University of the Philippines Admission Office has confirmed that the UPCAT will be held this year. However, as of now, there are no dates yet on the schedule.

According to UP’s official Facebook page, the Office of Admissions notified the System information Office regarding the announcement.

Application forms for the UPCAT will be available online between the 1st and 2nd week of June.

With this development, however, parents and students are asking, “Who will be allowed to take the exam?” We know for a fact that the Department of Education (DepEd) is currently in the process of implementing the K to 12 curriculum. A number of schools are already adapting the new curriculum and their students are expected to have additional two years before they graduate.

For more information and updates on the UPCAT, please visit the Office of Admissions website.

After a class with your teacher or a seminar you attended, how much do you really remember? I won’t be surprised if you answered “a little” or “none at all.” Don’t worry, you’re not alone.

We have been learning our whole lives; our entire childhood was spent in school. We attended class, listened to lectures, answered our assignments and took exams. However, it seems that what we remember does not correlate to how much is being taught to us.

What could be causing this?

A body of research shows that the key to effective learning is not just what you know, but what you know about what you know (get it?).

To put it straightforwardly, when a student learns, he or she calls two kinds of prior knowledge from the mind:

  • knowledge about the subject at hand (physics, math, history, etc.)
  • knowledge about how learning works

Here’s the bad news: the current education system emphasizes on the first point and almost completely disregards the second one. The disregard could be unintentional but it is very damaging, given that one’s ability to learn is a huge predictor of life success, from academics achievements to work milestones.

Parents and educators are pretty good at imparting the first kind of knowledge. We’re comfortable talking about concrete information: names, dates, numbers, facts. But the guidance we offer on the act of learning itself — the ‘metacognitive’ aspects of learning — is more hit-or-miss, and it shows.Annie Murphy Paul
Annie Murphy Paul mentioned in her article, “Parents and educators are pretty good at imparting the first kind of knowledge. We’re comfortable talking about concrete information: names, dates, numbers, facts. But the guidance we offer on the act of learning itself — the ‘metacognitive’ aspects of learning — is more hit-or-miss, and it shows.”

Putting this in perspective, our current education teaches students what to learn and NOT how to learn.

New researches show that there is great variations in what students know about how to learn.

The most striking finding is that low-achieving students show “substantial deficits” in their awareness of the cognitive and metacognitive strategies that lead to effective learning. This means that these students are struggling due to a gap in their knowledge about how learning works.

So how do we learn how to learn? Here are the learning techniques that work. Make sure that you apply these when you study and review for your tests.

1. Force yourself to recall

By default, learning is a bit hard and not fun. Recall needs effort. However, when you trying to recall things and you are having difficulty with it, that’s when you are learning best. It just like weightlifting; the more weight you lift, the stronger you get.

2. Make connections

The author of the book Make It Stick: The Science of Successful Learning tells us that “the more you can explain about the way your new learning relates to prior knowledge, the stronger your grasp of the new learning will be, and the more connections you create that will help you remember it later.”

Using real-life examples of concepts you just recently learned is one effective technique to remember in making connections. If you have just learned about gas laws, think of what happens when you inflate a tire or when you put a balloon in the fridge.

3. Answer the question WHY?

Knowing the underlying reason why a phenomenon is happening or a concept is proven is one way of learning effectively. With questioning, our brains are making connections, doing logical processes and creating images that facilitates our understanding.

Asking why is part of a larger technique, which is reflection. Contemplating on why things are, what happened during the day and how something works helps improves our self-efficacy.

4. Avoid fluency

Fluency is the feeling of ease when you’re reading something.

It’s a trap!

Say, for example, you are in a commercial building and you are trying to remember the room number where you went to. On the door says 112-B. You then think, “Oh, 112-B. Easy!” Then as you walk away, you forgot it instantly.

Instead of just reading the room number, a better way to do it is after looking away, ask yourself, what’s the room number? If you recall it’s 112-B, then you’re good to go.

5. Be hilarious and make exaggerations

Consider this statement: DO NOT think of a pink flying elephant. Were you able to avoid thinking about it? Compare that to an ordinary elephant, which is easier to remember?

Words and pictures work great together. If properly put into use, it can be a powerful learning technique.

If you can put a concept in a mental image that is unforgettable, then it is easier for you to recall things. One way of doing that is by imagining concepts using hilarious and exaggerated images. Adding more details using the other senses aside from sight to you mental image will enhance your recall.

For example, if you are studying European history, imagine a bobble-head Napoleon Bonaparte wearing a shiny crown riding a red tank eating french fries. You can use these cues to remember that he is a French (hence, the fries) military leader (indicated by the tank) and emperor (the crown).

Final Thoughts

Learning is not just about content and subjects matter. It’s also about the process. Learning how to learn is probably one of the major factors that could spell success or failure in one’s academic life.

“UPCAT, our admissions exam in UP, will be reinvented to be able to assess higher skills: knowledge, values, skills and competencies of our senior high school graduates from grade 12,”UP Vice President for Academic Affairs Gisela Concepcion According to a statement by UP Vice President for Academic Affairs Gisela Concepcion last April 14, the UPCAT will be ‘reinvented’ to assess higher skills of graduates of Grade 12.

“UPCAT, our admissions exam in UP, will be reinvented to be able to assess higher skills: knowledge, values, skills and competencies of our senior high school graduates from grade 12,” said VP Concepcion.

UP has been preparing for the K to 12 transition for the past years and the changes in its admission system is part of the pipeline. These changes are part of UP’s medium-term goal in its K to 12 road map. Aside from this, part of the preparation for K to 12 is UP’s participation in training public school teachers who will be teaching senior high school students.

The UPCAT is the most competitive and is probably the most popular entrance examination in the country. About 86,000 students take the exam each year, vying for a slot in the country’s premier university.

With the upcoming ‘reinvention’ of the UPCAT, several suggestions were offered during the UPD Cluster Workshop 2013 held last September 30. These were:

  • a 2-stage admission through UPCAT and a track test
  • a program-specific exam on top of the UPCAT
  • and make a position paper to the government re-establishing an assessment exam for K-12 graduates beginning 2018.

Aside from these suggestions, UP President Alfredo Pascual suggested that the UPCAT and its questions should be reviewed to make it “less achievement-based and more aptitude-based to identify geniuses from all walks of life…the bright students from poor families.” – Review Masters
